When will i be able to but a hand held unit that will use the Galileo signals?
this side of 2020?

Don't wait.
I'd be more inclined to look for a receiver that can use the Chinese BDS/Compass or whatever they choose to call it this week.
Where are most consumer electronics devices made?
What is the world's largest market for mobile phones?
Which country is launching GNSS satellites at the greatest rate?
Which country is likely to want to 'encourage' consumer electronics manufacturers to use its GNSS? (Russia certainly does, by trying to make it a legal requirement for satnavs used in Russia to be GLONASS-equipped)
